Wikstrom Initiates Legal Challenge to Minnesota’s “Vouching” Loophole

CD4 Congressional Candidate Demands Election Integrity Reforms

SAINT PAUL, MN – Paul Wikstrom, endorsed Republican candidate for Congress in Minnesota’s Fourth Congressional District, announced today that he has partnered with America First Legal (AFL), alongside local counsel Erick Kaardal, to challenge Minnesota’s “vouching” system, which allows voters to register on Election Day without showing identification or proof of residence.


America First Legal has notified Secretary of State Steve Simon that if the state fails to address legal deficiencies with its vouching statute within 20 days, it will file suit on Wikstrom’s behalf to enforce compliance with the National Voter Registration Act.

“Minnesotans deserve to know that every legal vote counts and that our elections are secure,” said Wikstrom. “The vouching system is an open invitation to fraud. One person can vouch for eight voters with no documentation required, and those ballots are counted and mixed in immediately — there’s no way to fix it after the fact if something is wrong. That’s not election integrity. That’s a system with no controls and no accountability.”


Under Minnesota law, a single registered voter may vouch for up to eight individuals on Election Day, while employees at residential facilities may vouch for unlimited registrants. Data shows that postal verification cards sent to vouched voters are returned as undeliverable at significantly higher rates than cards sent to voters who provided documentation — raising serious questions about whether these individuals actually live where they claim.


Wikstrom has firsthand experience fighting for election integrity. In 2024, he successfullychallenged a DFL opponent who did not meet residency requirements, resulting in a tiedMinnesota House that elevated a Republican speaker and established the fraud oversightcommittee now investigating the $250 million Feeding Our Future scandal.


“I’ve seen how the system can be exploited, and I’ve fought back,” Wikstrom continued. “This lawsuit is the next step. Secretary Simon has 20 days to fix this. If he won’t protect our elections, the courts will have to.”


Wikstrom is challenging 25-year incumbent Betty McCollum in the 2026 general election.
